Metalnewsnet 30 Jun : According to Mr Miao Yu deputy director of MIIT, Beijing is intending to step up washing out the obsolete capacity that is highly energy consuming, heavily polluting and emits lot of carbon installing new backward capacity during the elimination campaign is firmed prevented.
Mr Miao said China eliminated 81.70 million tonnes outdated capacities by the end of 2009 including 82.50 million tonnes coke, 240 million tonnes cement and 6 million tonnes paper making. But it should be noticed that there are still a lot of the outdated capacities and the obsolete capacity in 18 industries such as iron smelting, steelmaking, electro aluminum, coke, cement and etc covered 15% to 25% of their total capacity. In particular, 400 cubic meters or smaller blast furnaces still post 125 million tonnes capacities to be weeded out.
Mr Miao while talking about how to effectively eliminate gave priority to rigid admittance threshold. He said restrictions in terms of environmental protection, energy consumption, land use, product quality and safe production should be strengthened, new capacities should be strictly replaced by eliminating more or the equivalent quantity of backward capacity market means should be highlighted such as lifting differentiated power pricing, curbing demand for energy intensive and heavily polluting products, checking over the product quality, energy quota and etc.
He said that at the same time, fiscal support should be directed to the right usages, priority will be given to solving problems like production shift and staff replacement more supports to the less developed regions and give preferential treatment in land use, financing etc for the enterprises performed well in elimination campaign.
