11 May : US DOC finds dumping of seamless refined copper pipe and tube from China and Mexico

The Department of Commerce on May 6th 2010announced its affirmative preliminary determinations in the antidumping duty investigations on imports of seamless refined copper pipe and tube from Mexico and the People’s Republic of China.

Commerce preliminarily determined that Chinese and Mexican producers/exporters have sold copper pipe and tube in the United States at margins ranging from 10.26 to 60.50% and 29.52 to 32.27% respectively.

In the China investigation, mandatory respondents Golden Dragon Precise Copper Tube Group, Inc and Zhejiang Hailiang Co Ltd, Hong Kong Hailiang Co Ltd and Shanghai Hailiang Copper Co Ltd received preliminary dumping rates of 10.26% and 58.69% respectively.

Five exporters, qualified for a separate dumping rate of 34.48 percent. All other Chinese exporters received a preliminary dumping rate of 60.50%.

In the Mexico investigation, mandatory respondents IUSA SA de CV and Nacional de Cobre, SA de CV received preliminary dumping rates of 29.52% and 32.27% respectively. All other Mexican exporters received a preliminary dumping rate of 30.90%

As a result of these preliminary determinations, Commerce will instruct US Customs and Border Protection to collect a cash deposit or bond based on these preliminary rates.

The petitioners for these investigations are Cerro Flow Products, Inc; Kobe Wieland Copper Products, LLC; Mueller Copper Tube Products, Inc and Mueller Copper Tube Company, Inc.

The products covered by these investigations are all seamless circular refined copper pipes and tubes, including redraw hollows, greater than or equal to 6 inches in length and measuring less than 12.130 inches in outside diameter regardless of wall thickness, bore, manufacturing process, outer surface, end finish, coating and insulation.
